While North Carolina has not passed healthcare reform to include children diagnosed with autism, predictions are that it will happen in 2012!
Governor Bob McDonnell signed HB-1106 into law February 7, 2012, correcting a flaw that had been incorporated in Virginia’s 2011 autism insurance reform law.
The bill assures that providers of Applied Behavior Analysis (ABA) are covered under the law by establishing a state licensing procedure for ABA providers.
Summary: Virginia enacted a law that ended discrimination against children diagnosed with autism but there was a large problem in the law. BCBA’s were named as professionals to implement, design and oversee ABA programs but then required them to be licensed. BCBA’s have a national certification. As there was no licensing board in Virginia, this law was impossible to implement. HB-1106 requires the Virginia Board of Medicine to develop licensing standards for BCBA to be implemented and monitored by the Board of Medicine. While the bill passed on 2/7/2012, the Board of Medicine has 280 days to develop the standard process. It is projected that these standard are in place by June.
